Solid Waste and Debris Management
Terry actively works with clients and regulators to develop MPCA approved permits and plans for solid waste management facilities in Minnesota. He prepares Contract Documents, Technical Specifications, and cost estimates for landfill liners, final cover, landfill gas, and leachate collection systems. He also prepares Industrial Solid Waste Management Plans and MPCA Permit Applications of solid waste disposal facilities, including construction and demolition, and municipal solid waste landfills. Terry has been a disaster assistance employee (DAE) for FEMA where he helped assess debris removal operations of state and local governments to authorize federal funding. His DAE services for FEMA included disasters from floods, hurricanes, and tornadoes in Minnesota, Wisconsin, Indiana, and Florida.
Landfill Closure Designs and Construction Oversight
As a project manager, engineer, and hydrogeologist, Mr. Kaiser has led investigation and design efforts to close over 100 acres of landfill space in Minnesota. These facilities included a 31 acre cap for the Itasca County Grand Rapids Area Landfill, 25 acres of Kandiyohi County’s active sanitary landfill, 26 acres at St. Louis County’s Hibbing Landfill, 30 acres at the City of Albert Lea sanitary landfill, Big Stone County Landfill and Iron Range Landfill. This work included preparation of plans and technical specifications, Contract Documents, cost estimates, and Construction Certification Reports. Surface water management and landfill gas venting systems were also integral components of these designs.
Environmental Site Assessments
Served as Project Manager for Phase I and II site assessments for Mississippi Riverfront property development in downtown St. Paul, and many other sites across the state of Minnesota. This work includes review of historical property records, preparation of subsurface investigation work plans and reports approved by the Minnesota Pollution Control Agency (MPCA), and identification of contaminants of concern from a human health risk perspective.
Site Assessment and Remedial Design
As a Project Manager for ECAD, Mr Kaiser has evaluated remedial action design options including active landfill gas venting, vinyl chloride groundwater oxygenation, air sparging, and phytoremediation for Kandiyohi County Sanitary Landfill in Minnesota. His project work has included feasibility studies, MPCA approved work plans, site investigation and reporting services, and safety plans. He has also prepared limited remedial investigation (LRI) work plans and reports with clean-up goals established to meet the State’s accelerated approach to clean up at underground storage tank leak sites and old dump sites.
Municipal Well Field Development
Mr. Kaiser has spent much time over the last several years working with out-state municipalities to solve groundwater supply problems they have encountered. This work has included leadership to help clients to meet regulatory needs in solving water supply problems. He has successfully engineered well fields for several municipal clients since 1998, and provided wellhead protection and computer modeling services. A sample list of municipalities he has worked with includes, Hadley, Bellingham, Seaforth, Cobden, Delhi, Zumbro Falls, Lithchfield, and Spicer/New London.

Provided expert witness testimony for Eminent Domain transfer of property and for other development projects regarding surface or groundwater problems.
